Wayne Harper has served on the Athens City Council since 2012, and served as its president from 205 to 2016. He received his associate degree in law enforcement from Jefferson State Community College and a bachelor of science degree in business administration from the University of Montevallo. Mr. Harper is retired as City of Athens police chief. Mr. Harper and his wife Vonnette have four children, 12 grandchildren, and four great-grandchildren.

He is a certified public official from the Alabama League of Municipalities, a graduate of the FBI National Acadmy, and was named Public Servant of the Year by the Greater Limestone County Chamber of Commerce in 2002 and 2004.
